Introduction

Historically, participation in national rally championships has been limited by great transportation distances, necessary time and associated costs. This situation has worsened with the recent increase in fuel prices approaching now $3.00 per gallon. Under the present circumstances, the total cost of only fuel and tolls for a coast-to-coast roundtrip with a service vehicle and a trailer carrying a rally car approaches $2,500.

The United States Rally Championship, in its efforts to make the eight events of the Championship more accessible to competitors, has paired the events on each coast (see the 2006 USRC schedule below). This makes it possible for competitors to participate in two cross-country events with one cross-country roundtrip

Furthermore, in an effort to minimize the cost and the time necessary for the cross-country transport of rally cars and service vehicles, we have investigated alternative modes of transportation. We found that a single rally car can be transported one way coast-to-coast by car hauling companies at a cost that ranges from a low of $850 for the terminal to terminal trip to a high of $1,320 for the door-to-door trip, all one way. Service vehicles can be transported at significantly higher costs. The problem with this mode of transportation is that most car haulers can guarantee the delivery only in six weeks. The railroad companies offer similar terms.

We have therefore contracted with a reputable nationwide car hauler for a ten-car transporter. The USRC Transportation Plan is outlined below.

Transportation Plan Features

Any competitor entering the USRC events and using this USRC Transportation Plan will receive transportation subsidy in the amount of $300 from the promoter of the event upon starting the event. This subsidy applies to trips of more than 500 miles from the origination point. (For instance, Arizona competitors traveling only from Prescott, AZ to Laughlin, NV are not entitled to receive the transportation subsidy from Laughlin International Rally.)The costs below are per-trip costs for a ten-car open hauler that will be apportioned among the participants according to the total number of vehicles carried.The transporter can carry:Rally cars expected to weigh no more than 3,300lbs.Medium-size service vehicles such as Ford Econoline or similar that may be loaded with 1,000 to 1,500 lbs. of tires, spares and tools for the total weight not exceeding 6,500 lbsThe ten-car hauler can carry the following combination of vehicles:Either ten (10) rally cars, or1 (one) Ford Econoline service vehicle or similar and 8 (eight) rally cars, or2 (two) Ford Econolines or similar and 6 (six) rally cars, or3 (three) Ford Econolines or similar and 4 (four) rally cars, or4 (four) Ford Econolines or similar and 2 (two) rally cars, or5 (five) Ford Econolines or similar service vehicles
  1. Vehicles will be transported by an ICC Licensed and Insured Motor Carrier.
  2. Participants will deliver their vehicles one or two days before the date of departure. Vehicles will be stored in and delivered to a secure storage provided by the USRC events. The USRC events will not insure the vehicles for damage losses and theft. The owners of the vehicles must accept full liability for damage losses and theft.
  3. Under this USRC Transportation Plan, vehicles will be delivered coast-to-coast and will be available to participants within five to six days.

Method for Apportioning the Cost of the Trip Among Participants

The apportioning of the cost of the trip will be done on the basis of the weight carried. Since the service vehicle is approximately twice as heavy as a rally car, the service vehicle represents two weight units for the purposes of the calculation below and the rally car represents one unit.

The formula for calculating the trip unit cost is as follows:

Trip Unit Cost [$] = Trip Cost [$]  /  { (2 x S) + R }
where S is the number of service vehicles and R is the number of rally cars.
Thus, The Cost of Transporting a Rally Car = One Trip Unit Cost [$], and The Cost of Transporting a Service Vehicle= Two Trip Unit Costs [$]

(Example:Ten-car hauler, the Trip Cost is $10,000

Two Service Vehicles and six rally cars
Trip Unit Cost = $10,000  /  { (2 x 2) + 6 } = $10,000  /  10 = $1,000
The Cost of Transporting a Rally Car= One Trip Unit Cost = $1,000
The Cost of Transporting a Service Vehicle= Two Trip Unit Costs= $2,000 )
 

Transportation Plan Schedule and Costs

The trips outlined below for a ten-car transporter have been agreed upon with the transportation company. The departure dates may be changed based on the agreement among the participants. If there is sufficient interest among competitors to arrange additional roundtrips from other parts of the country, such as Midwest, which would fill a ten-car transporter, such additional roundtrips can be arranged with a four-week advance notice. Similar trips can be arranged for roundtrip transportation along the East Coast and the West Coast. If required, additional transporters for the trips outlined below can be arranged on the same basis.

The United States Rally Championship, America’s premier rally championship, consists of Federation Internationale de L’Automobile (FIA) internationally listed events sanctioned by the United States Auto Club (USAC) and presented by the National Auto Sport Association (NASA). Reservation Procedure

Competitors are not required to make any commitments for the whole 2006 Championship season.  All reservations are done on a per trip basis:

  • The deadline for reservations is 30 days before the departure date stated in the above section entitled Transportation Plan Schedule and Costs.
  • The reservations will be placed on the ten-car transporter(s) on the first-come-first-served basis.
  • The downpayment in the amount of 10 (ten) percent of the Total Trip Cost stated in the above section entitled Transportation Plan Schedule and Costs is due with every reservation for every vehicle 30 days before the departure day.
  • At the reservation deadline 30 days before the departure, all participants will be advised of the list of participants and will be billed for their total cost of the trip calculated on the basis of the total number of participants.
  • The final payment (total bill minus downpayment) is due 20 days before the departure date. There will be no refunds after the due date for the final payment.
  • In the event any participants do not accept their cost of the trip and withdraw from the trip, they will receive a refund in the amount of all the payments made to date minus the Paypal charges and the bank collection charges.
  • If the remaining participants do not accept the resulting increased cost of the trip, the trip will be cancelled and all the payments made to date will be refunded immediately minus the Paypal charges and the bank collection charges.

It should be understood that this Transportation Plan would work only if the ten-car transporter can be filled at or close to capacity. The competitors are therefore requested to work in cooperation with the Administrator of the USRC Transportation Plan, with each other and with all the other potential participants both on

    • Assuring the sufficient number of participants for each trip
    • Combining their forces in arranging and/or sharing both service vehicles that will be transported under this Plan and service contracted at the destination.
